The Border Rivers region is bounded by the Queensland border and includes the towns of Tenterfield, Glen Innes, Emmaville, Inverell, Ashford, Boggabilla and Mungindi, plus the Queensland border towns of Wallangarra, Texas and Goondiwindi. The region has a population of about 50,000.

The catchment is bounded by the Queensland border to the north and west, the Gwydir River Catchment in the south and the watershed of the Great Dividing Range in the east.
